Enhancing digital efficiency in public sector registers

The Brønnøysund Register Centre (BRC) is a Norwegian government agency responsible for managing 17 national registers that are relied on by businesses and organizations throughout the country. These cover everything from registering a new business to accessing information about movable property. In 2019 Twoday consultants started working with BRC to digitize many of their registers and use the data in new ways.

Currently Twoday consultants are integrated into nine different teams and multiple successful projects –from critical compensation schemes for businesses during the COVID-19 pandemic to an AI agent that gives individuals and businesses faster answers to their questions. Through this partnership, Twoday has supported BRC to improve transparency, reduce the amount of time spent on case registering, and ultimately save the Norwegian taxpayers money.

Project 1

A D-number in just minutes instead of weeks

Foreign nationals arriving in Norway don’t get far without a D-number. This unique identification number is essential for accessing key services like banking, tax registration, and employment. Previously, getting this number could take up to four weeks, slowing down integration and employment opportunities.

To speed this up, Twoday was part of the team responsible for developing a fully digital solution for requisitioning D-numbers from the National Population Register. The new electronic system enables foreign nationals to their D-number faster, cutting processing times from weeks to just a few minutes.

This transformation not only accelerates access to work and services for newcomers but also significantly reduces manual workload for caseworkers freeing up resources for more complex tasks.

Project 2

NOK 187 million saved annually with the updated Register of Mortgaged Movable Property

In November 2023, Norway achieved a digital milestone with the launch of the digital Register of Mortgaged Movable Property. This represented a vital upgrade to a national system that had remained largely unchanged since the early 1980s.

This register plays a crucial role in the financial ecosystem, allowing individuals and businesses to secure loans using movable property such as vehicles, equipment, or inventory as collateral. Working with BRC, Twoday was an important contributor in developing and delivering a fully digital solution that delivers game-changing speed. What once took days now happens in seconds, enabling faster access to capital and smoother business operations across the country.

Project 3

Keeping Norwegian businesses afloat during the pandemic

When the COVID-19 pandemic hit, businesses across Norway were forced to shut their doors to protect employees and the public. To cushion the economic blow, in late October 2020, the Ministry of Trade, Industry and Fisheries, working through BRC, announced plans for a national compensation scheme.

This high-profile scheme was designed to help companies survive sharp drops in revenue by providing compensation for lost turnover as well as for any workers’ entry quarantine expenses. In addition to being a critical system, it was also highly urgent. In fact, the new digital compensation system needed to be built and launched in just a couple of months, with further development and refinement continuing after the initial release.

 

Delivering under pressure

Twoday was brought in as a strategic technology partner to deliver this high-stakes solution that was going to safeguard against mass unemployment, bankruptcy, and economic stagnation. The compensation scheme needed to handle complex application workflows, integrate with a wide range of national data registers, and deliver decisions in just minutes.

To meet the tight timeline, the development team leveraged an existing, trusted nationwide IT solution as a foundation. This early advantage allowed the team to accelerate delivery while maintaining the reliability and security demanded by such a sensitive system. Historically, BRC deployed system updates quarterly. For this project, however, that cadence increased dramatically with continuous releases.

This unprecedented level of automation and efficiency ensured Norwegian businesses received help fast. The digital compensation scheme remained active until 28 February 2022, helping thousands of businesses stay afloat during this turbulent period.

Project 4

Integrating data and making business easier

When BRC needed to start digitizing two of their registers to handle the growing volume and complexity of business registrations, they chose to involve Twoday consultants. Together with BRC employees and other consultants, Twoday contributed to the goal of replacing the registers with more modern solutions with higher degree of information security and automation, quicker case management and easier access to information. Twoday provided developers, solutions architects and testers across different teams.

In November 2024, after three years of work, the Central Coordinating Register for Legal Entities (CCR) and the Register of Business Enterprises went live. Now sole proprietorships can get established in just seconds and many processes that previously took valuable time are automated – saving time and money for businesses and caseworkers. The work continues to further modernize the registers with other types of organizations.

Project 5

AI in action: Reducing admin and improving efficiency

Using an AI tool developed by Twoday, BRC conducted a proof of concept for the project “Start a business” in Norway. The project used documentation from the website altinn.no that acts as a central hub for several governmental services so users can manage their business or personal affairs online.

However, often the sheer amount of information meant that users could not find what they were looking for and had to inquire either by mail or phone. The new AI agent now supports the caseworker team handling the inquiries to find the relevant answer and give the user a faster response.

The AI agent was introduced as proof-of-concept in 2024 and is already proving to be an important internal tool for caseworkers.
