Digital health card makes everyday life easier for millions of Danes
Client: Danish Agency for Digital Government
Partners: Ministry of Health, Danish Regions and Local Government Denmark

The challenge
Denmark aims to be one of the world’s most digital societies. At the same time citizens expect easy, secure and mobile access to public services.
The physical health card had long been part of daily life but no longer matched a reality where people increasingly rely on their smartphone as their primary tool.
“Many Danes are used to keeping their most important things on their mobile. With both the driving license and the health card as apps it will soon no longer be necessary to carry physical cards.” René Stampe Lund, Industry Lead Public at Twoday
The Danish Agency for Digital Government needed a secure, scalable and user friendly solution that could:
- Act as a voluntary supplement to the plastic card
- Meet high requirements for data security and stable operation
- Be implemented efficiently and in line with existing public infrastructure

The solution
Twoday developed the digital health card app in close collaboration with the Danish Agency for Digital Government.
The solution is built on the same technical platform as the digital driving license, making it possible to reuse existing security and data handling components. This reduced development time and complexity without compromising quality or compliance.
A dedicated agile team including a project manager, Scrum Master, developers and testers ensured an efficient process with close coordination between authorities and stakeholders.
The result is a stable and secure app that gives citizens direct access to their health card whenever they need it.
Results
Since its launch in 2021 more than two million Danes have downloaded the app.
An independent user survey shows:
- 9 out of 10 Danes know the health card is available as an app
- 85 % user satisfaction
- 9 out of 10 Danes support public apps that simplify everyday life
The app has become a natural supplement tothe physical card and an integrated part of the digital everyday experience.
Value creation
The digital health card is more than an app.
It is a concrete step toward a more coherent and user friendly public sector where citizens and authorities can exchange information securely and efficiently.
With the established platform for digital cards Denmark now has a scalable foundation that can support future digital identity and card solutions.
For the Danish Agency for Digital Government this means:
- Faster time to market through reuse of proven technology
- High security and compliance
- A future ready platform for continued digitalization
For citizens it means a simpler everyday life.
